Contribute ATOM model and APP IO layer to dojox (+ full AppStore?)

Two contributions here. The first is an ATOM document IO later for working with atom feeds (read, update, delete, etc) + example widgets. The second is an AppStore? (Atom Publishing Protocol store), that makes use of the ATOM IO later to implement a store that does full read/write of ATOM feeds.
