create agreed-upon svn:externals view of dojo core, dijit, and dojox repositories

now that all 3 directory structures are in place, the correct view needs to be created through svn:externals properties. Scripts should also be checked into the utilities package to enable creation of revision, version, tag, or branch specific snapshots, exports, or views with the same structure.

In order to close this ticket, documentation regarding how to use the new view when transfering from a 0.4.x repository must be added to the porting guide.

I'm not sure if this is relevant, but I wanted to mention it just in case this is something that might start biting more people as soon as you get the svn:externals set up...

The OpenRecord? SVN trunk has been using svn:externals to include the dojo toolkit, but two people working on OpenRecord? have been unable to check out the source code because of that set up. The problem has to do with HTTP proxy servers that don't allow the WebDAV extensions to HTTP that SVN uses.
